Education Management Information Systems (EMIS)

The EMIS Department serves as the Information Management Unit for the Ministry of Education in St. Kitts and Nevis. The operations of the EMIS Department on an annual basis include - submission of questionnaires to schools and post secondary institutions with regard to enrollment, staffing and staff qualifications, equipment and the use of ICT in teaching. Schools are also expected to submit attendance forms every term to facilitate the monitoring of student turnout.

In addition the EMIS provides annual statistics to regional and international affiliates, including the OECS Educational Research Unit (OERU) and UNESCO. The collation and analysis of local and regional test results also fall under the responsibilities of the EMIS. At the end of every school year the EMIS seeks to publish a statistical bulletin depicting an analysis and discussion of the foregoing topics along with the financial expenditure of the Ministry of Education for the previous year.

The EMIS is currently in a state of transition to electronic data transfer. Currently all primary schools have been provided with an instrument developed by the EMIS to make attendance data entry and analysis more convenient. .

As part of the World Bank project, the EMIS seeks to be connected online with all of the Public Education Institutions in the Federation. This process includes procurement of hardware and software to facilitate this infrastructure. The tenet of electronic data transfer is to facilitate the possibility of daily or real-time updates on schools attendance, timetabling, calendar of events etc. The infrastructure is initially intended to facilitate data (test and graphics) transfer but it is hoped that it can be expanded to accommodate sound and video transfer.

Currently some government departments have established an intranet around Basseterre using fibre optics and wireless networking implemented by the local staff.  The initiative has cut spending by more than half the costs of its implementation. Education hoping to copy this success story. The idea is to use the current ISP’s and establish a network for all public institutions.
